For those of you who, like me, have suffered the unwanted rearrangement of toolbars in ArcMap and ArcCatalog, there is a workaround for this bug. It is: don't minimize the application. Use the taskbar to move between open applications. You might also want to add the Desktop toolbar to the taskbar. This gives you access through a menu to desktop icons.
If you need to clear the desktop, click the Show Desktop icon on the Quick Launch toolbar, next to the Start button. Be sure to click it again when you want to bring your application(s) back up. If you click on the application from the taskbar the maximize it, you might get "toolbar chaos" again. In other words, use the Show Desktop icon as a toggle.
